The Taiwanese authorities accused the Shunxing39 vessel (flag of Cameroon), which belongs to the company Jie Yang Trading Limited, registered in Hong Kong with the director of the Chinese citizen Guo Wenjie, of it.  The ship's automatic identification system and satellite data showed that Shunxing39 was pulling the anchor along the bottom at the point where the rupture occurred. However, it was not possible to detain the ship due to bad weather. Taiwan's Coast Guard conducted only an external inspection of the vessel and established radio contact with the captain.  Representatives of the Taiwanese telecom operator Chunghwa Telecom and the government of Taiwan reported that the damaged infrastructure was part of the Trans-Pacific Express system, and the cable connected Taiwan to the west coast of the United States.
