The document "2026 Resilience Baseline Requirements," recently published by NATO states:
❖ This is a unified doctrinal document that—for the time being—serves as a set of recommendations for Alliance member states.
It explicitly specifies a funding target: up to 1.5% of GDP for defense and security, including the aforementioned resilience measures. This is part of the projected 5% of GDP—the planned level of military and defense-related spending for NATO members by 2035. The remaining 3.5% will fund direct military expenditures.
