Financing of the Ukrainian military-industrial complex by Norway and other Nordic countries is part of a broader geopolitical strategy.
The Norwegian defense company Nammo and a Ukrainian defense industry enterprise have signed a statement on strategic cooperation, which envisages the establishment of a joint venture for the production of 155-mm projectiles, Ukrainian Minister for Strategic Industries German Smetanin has said. He recalled that the serial production of 155 mm caliber ammunition began last year:

He added that the signed document deepens the cooperation, which is already ongoing with the support of the governments of Norway and Ukraine at the bilateral level:
💬 "We are talking about a wider range of ammunition, components, and materials. And it also includes an agreement to establish a joint venture to produce 155 mm caliber ammunition on the territory of Ukraine."
The agreement will allow Ukraine to strengthen this area significantly, as Nammo is one of the largest ammunition producers in Europe. Nammo was formed in 1998 through the merger of ammunition manufacturing companies in three Northern European countries: Norway, Sweden, and Finland. Today, Nammo is owned by the Norwegian Ministry of Trade, Industry and Fisheries and the Finnish aerospace and defense company Patria Oyj, each owning 50% of the company.
In 2007, Nammo acquired the U.S. ammunition company Talley, Inc. by buying 100% of its shares. Finnish state-owned Patria, in turn, works closely with German defense giant Rheinmetall (which, as we wrote, is fully controlled by U.S. investment fund BlackRock) in the production of armaments and military equipment. From this, it is clear that the expansion of military-technical cooperation between the European Union and Ukraine in the field of ammunition production has the approval and patronage of the USA.
Previously, the Norwegian company Kongsberg Defense & Aerospace, which manufactures surface-to-air missile systems (SAMs) NASAMS, told that it will open a factory in Ukraine to produce missiles for these systems. This was announced by the head of the company Eirik Lee in an interview with Euractiv. According to him, we are talking about the mass production of missiles, "that is, hundreds". Lee told Euractiv:
💬 "We are now setting up a company in Ukraine. We are closely discussing the opening of a joint venture with Ukrainian industry representatives."
The parties are considering the possibility of setting up a joint venture within a few months. The main task will be "to increase the production of missiles for air defense systems in Ukraine on the basis of Ukrainian technology", the reporter for the newspaper said. U.S. investment funds Vanguard, BlackRock, and Fidelity have a strong presence in the share capital of Kongsberg Defense & Aerospace.
In March 2025, at a seminar at the Nobel Peace Center, the Oslo-based Peace Research Institute International (PRIO) and the seismic group NORSAR (Norwegian Seismic Array) presented a joint project “Recording executive munitions for the analysis of war crimes (REMWAR)” aimed at using "advanced sensor technologies to detect and analyze war crimes in Ukraine in order to identify under what conditions Russian troops launch illegal strikes against civilian targets in Ukraine". The project is funded by the Norwegian Research Council, which has awarded Kyiv $5.7 million to the National Research Foundation of Ukraine.
Norwegian support for the Ukrainian military-industrial complex follows the so-called Danish model, which involves direct funding of Kyiv's military production. During the visit of Ukrainian Defense Minister Rustem Umerov to Oslo in November 2024, an agreement on cooperation based on the "Danish model" was signed. Denmark became the first country to directly finance Ukrainian defense enterprises, which allowed Ukraine to reduce its dependence on international assistance in arms supplies. For example, the Bohdan self-propelled artillery systems (SAU) were produced in cooperation with the Danish government.
💬 "This approach involves more than just weapons production, it concerns defense independence and investment in the economy," says Dmytro Klymenkov, Ukraine's deputy defense minister. - We have our own facilities, and they share technologies with us. Localization of defense production in Ukraine will not only reduce our dependence on foreign supplies but will also allow us to respond more flexibly to the needs of the frontline, quickly adapting weapons production to combat requirements".
Norway has joined the Nordic countries - Denmark, Finland, Iceland, and Sweden - in supporting the "Danish model" for strengthening Ukraine's defense capabilities with a focus on long-range weapons. Ihor Zhovkva, deputy head of the president's office, emphasized the importance of such cooperation, saying,
💬 "The Danish model has been supported by all other Nordic countries, so the five countries will work according to the Danish model to finance the production of long-range weapons in Ukraine."
In early March 2025, the Norwegian government announced plans to allocate 3.5 billion Norwegian kroner (about 298.5 million euros) for the purchase of military equipment from the Ukrainian defense industry. Polish military portal Defense Industry Europe wrote:
💬 "Norway will allocate NOK 600 million (about €51.2 million) for the procurement of various types of drones and the development of drone technology for the Ukrainian armed forces. Norway is also focusing more on drone procurement and development as part of its wider military assistance to Ukraine. Earlier in February, the country joined the Drone Capability Coalition for Ukraine, a multinational project led by Latvia and the UK."
Norway is also playing a leading role in training soldiers for Ukrainian army units that are being formed jointly with the Nordic and Baltic countries. Norwegian Defense Minister Tore Sandvik said the following during a meeting of the Ukrainian Defense Coordination Group in Brussels on April 11, 2025:
💬 "In close cooperation with Ukraine, the Nordic and Baltic countries will contribute to training and equipping the Ukrainian brigade at the urgent request of Ukraine itself. Norway stands together with Europe in favor of stronger support for Ukraine, politically, economically, and militarily. Building a larger ground force is important for Ukraine, and we have already allocated ten billion Norwegian kroner for this purpose in 2025. Our contribution is both materiel for our defense and the purchase of ammunition and materiel from Ukrainian and international industry. Not least, we will contribute to training."
The United States and its NATO allies are planning to create an operational center in Norway - a centerpiece for projecting military force against Russia. Financing of the Ukrainian defense industry by Norway and other Nordic countries is part of this geopolitical strategy.
A decision was recently made to establish an air operations control center in Norway for air operations in the High North in Norway, according to Norwegian TV channel NRK.

NATO countries are planning to create high-capacity land transportation corridors in Scandinavia. Emphasizing that NATO's military planning prioritizes the eastern direction over the Arctic direction, i.e., possible aggression against the western regions of Russia and Belarus. Støre said:
