Moscow. June 2. INTERFAX.RU - Interfax publishes the full text of the Russian memorandum handed over to the Ukrainian side on Monday in Istanbul:
Section I
Main parameters of the final settlement
1) International legal recognition of Crimea, LNR, DNR, Zaporizhzhia, and Kherson regions as part of the Russian Federation; complete withdrawal of AFU units and other Ukrainian paramilitary formations from their territories;
2) Ukraine's neutrality, which implies its refusal to join military alliances and coalitions, as well as a ban on any military activities of third states on Ukrainian territory and the stationing there of foreign armed formations, military bases, and military infrastructure;
3) termination and refusal to conclude in the future international treaties and agreements inconsistent with the provisions of paragraph 2 of this Section;
4) confirmation of Ukraine's status as a state that does not possess nuclear and other WMD, with the establishment of a direct ban on their reception, transit, and deployment on the territory of Ukraine;
5) establishment of the maximum number of the AFU and other military formations of Ukraine, the maximum number of weapons and military equipment and their permissible characteristics; dissolution of Ukrainian nationalist formations within the AFU and the National Guard;
6) ensuring the full rights, freedoms, and interests of the Russian and Russian-speaking population; granting Russian the status of an official language;
7) Legislative prohibition of glorification and propaganda of Nazism and neo-Nazism, dissolution of nationalist organizations and parties;
8) removal of all existing and refusal to introduce new economic sanctions, bans, and restrictive measures between Russia and Ukraine;
9) resolution of a set of issues related to family reunification and displaced persons;
10) renunciation of mutual claims in connection with the damage caused in the hostilities;
11) lifting of restrictions on the UOC;
12) phased restoration of diplomatic and economic relations (including gas transit), transportation, and other communications, including with third countries.
Section II
Conditions of the ceasefire
Option 1.
Commencement of the complete withdrawal of the AFU and other Ukrainian paramilitary forces from the territory of the Russian Federation, including the DNR, LNR, Zaporizhzhya, and Kherson regions, and their withdrawal to a distance agreed upon by the Parties from the borders of the Russian Federation, by the approved Regulations.
Option 2. "Package proposal":
1) a ban on redeployment of the AFU and other paramilitary formations of Ukraine, except for movements for withdrawal to a distance from the borders of the Russian Federation agreed upon by the Parties;
2) cessation of mobilization and the beginning of demobilization;
3) cessation of foreign supplies of military products and foreign military aid to Ukraine, including satellite communications services and provision of intelligence;
4) exclusion of the military presence of third countries on the territory of Ukraine, cessation of participation of foreign specialists in military actions on the side of Ukraine;
5) guarantees of Ukraine's refusal to engage in sabotage and subversive activities against the Russian Federation and its citizens;
6) establishment of a bilateral ceasefire monitoring and control center;
7) mutual amnesty of "political prisoners" and release of held civilians;
8) lifting of martial law in Ukraine;
9) announcement of the date for the elections of the President of Ukraine and the Verkhovna Rada, which should be held no later than 100 days after the lifting of martial law.
10) signing of the Agreement on the implementation of the provisions contained in Section I.
Section III
The sequence of steps and timelines
1) beginning of work on the text of the Treaty;
2) declaration of a 2-3 day truce to collect the bodies of the dead in the "gray zone";
3) unilateral transfer of 6,000 bodies of AFU servicemen to the RS;
4) signing of the Memorandum on ceasefire with specific dates for the fulfillment of all its provisions and determination of the date for signing the future Treaty on Final Settlement (hereinafter referred to as the Treaty);
5) a 30-day ceasefire regime is established from the moment the withdrawal of the AFU begins. At the same time, the complete withdrawal of AFU units from the territory of the Russian Federation and the full implementation of the "package agreement" must be accomplished within these 30 days;
6) holding of elections and formation of government bodies on the territory of Ukraine;
7) signing of the Treaty;
8) approval of the signed Treaty by a legally binding resolution of the UN Security Council;
9) ratification, entry into force, and implementation of the Treaty".

"Предложения РФ (Меморандум) по урегулированию украинского кризиса
Раздел I
Основные параметры окончательного урегулирования
1) Международно-правовое признание вхождения в состав РФ Крыма, ЛНР, ДНР, Запорожской и Херсонской областей; полный вывод с их территорий подразделений ВСУ и др. военизированных формирований Украины;
2) нейтралитет Украины, предполагающий ее отказ от вступления в военные союзы и коалиции, а также запрет на любую военную деятельность третьих государств на территории Украины и размещение там иностранных вооруженных формирований, военных баз и военной инфраструктуры;
3) прекращение действия и отказ от заключения в будущем международных договоров и соглашений, не совместимых с положениями п.2 настоящего Раздела;
4) подтверждение статуса Украины как государства, не обладающего ядерным и другим ОМП, с установлением прямого запрета на его прием, транзит и размещение на территории Украины;
5) установление предельной численности ВСУ и иных воинских формирований Украины, предельного количества вооружений и военной техники и их допустимых характеристик; роспуск украинских националистических формирований в составе ВСУ и Нацгвардии;
6) обеспечение полноты прав, свобод и интересов русского и русскоязычного населения; придание русскому языку статуса официального;
7) законодательный запрет героизации и пропаганды нацизма и неонацизма, роспуск националистических организаций, партий;
8) снятие всех действующих и отказ от введения новых экономических санкций, запретов и ограничительных мер между РФ и Украиной;
9) решение комплекса вопросов, связанных с воссоединением семей и перемещенными лицами;
10) отказ от взаимных претензий в связи с нанесенным в боевых действиях ущербом;
11) снятие ограничений в отношении УПЦ;
12) поэтапное восстановление дипломатических и экономических отношений (включая газовый транзит), транспортного и иного сообщения, в том числе с третьими государствами.
Раздел II
Условия прекращения огня
Вариант 1.
Начало полного вывода ВСУ и иных военизированных формирований Украины с территории РФ, включая ДНР, ЛНР, Запорожскую и Херсонскую области, и их отвода на согласованное Сторонами расстояние от границ РФ, в соответствии с утвержденным Положением.
Вариант 2. "Пакетное предложение":
1) запрет на передислокацию ВСУ и иных военизированных формирований Украины за исключением перемещений в целях отвода на согласованное Сторонами расстояние от границ РФ;
2) прекращение мобилизации и начало демобилизации;
3) прекращение зарубежных поставок продукции военного назначения и иностранной военной помощи Украине, включая оказание услуг спутниковой связи и предоставление разведданных;
4) исключение военного присутствия третьих стран на территории Украины, прекращение участия иностранных специалистов в военных действиях на стороне Украины;
5) гарантии отказа Украины от диверсионной и подрывной деятельности против РФ и ее граждан;
6) создание двустороннего Центра мониторинга и контроля режима прекращения огня;
7) взаимная амнистия "политзаключенных" и освобождение удерживаемых гражданских лиц;
8) отмена военного положения на Украине;
9) объявление даты проведения выборов Президента Украины и Верховной Рады, которые должны состояться не позднее 100 дней после отмены военного положения.
10) подписание Соглашения об исполнении положений, содержащихся в Разделе I.
Раздел III
Последовательность шагов и сроки их осуществления
1) начало работы над текстом Договора;
2) объявление 2-3-х дневного перемирия для сбора в "серой зоне" тел погибших;
3) передача УС в одностороннем порядке 6 000 тел военнослужащих ВСУ;
4) подписание Меморандума о прекращении огня с конкретными датами выполнения всех его положений и определением даты подписания будущего Договора об окончательном урегулировании (далее - Договор);
5) с момента начала отвода ВСУ устанавливается 30-дневный режим прекращения огня. При этом полный отвод частей ВСУ с территории РФ и полная реализация "пакетного соглашения" должны быть исполнены в течение этих 30 дней;
6) проведение выборов, формирование органов власти на территории Украины;
7) подписание Договора;
8) одобрение подписанного Договора юридически обязывающей резолюцией СБ ООН;
9) ратификация, вступление в силу и реализация Договора".
